The Singapore Federation of Chinese Clan Associations (SFCCA) was formally inaugurated on 27th January 1986 under the joint sponsorship of Singapore Hokkien Huay Kuan, Teochew Poit Ip Huay Kuan, Singapore Kwang Tung Association, Nanyang Khek Community Guild, The Singapore Hainan Hwee Kuan, Sam Kiang Huay Kwan, and Singapore Foochow Association.  The Federation’s primary objectives are to promote understanding and appreciation of Chinese language, culture and values, to strengthen cooperation among the clan associations, as well as to organize and support educational, cultural and community activities.

Since its inception, the Federation has initiated many social and cultural activities within the Chinese community, all of which aim to promote Chinese virtues and traditions and the Chinese language.  As its influence expanded, the Federation became a major organization in the Singapore Chinese community.

Its first office was located at the second floor of the <?XML:NAMESPACE PREFIX = ST1 />SingaporeHokkienHuayKuanBuilding in

Telok Ayer Street.  Starting with 70 members, the Federation now boosts a membership of 205.

In 1989, the Federation started a Resource Centre which now comprises of more than 20,000 titles, all which are available for public use. The Federation also worked with the Singapore Chinese Chamber of Commerce & Industry to establish the Chinese Development Assistance Council in 1992, to provide assistance to the less privileged in the Chinese community.  A year later, it set up the Singapore Chinese Supplementary Readers’ Council to encourage publication of books in Chinese language for students.

The Chinese Heritage Centre was founded by the Federation in 1995 to advance knowledge and understanding of the ethnic Chinese communities in different parts of the world.  In 2004, the Federation jointly set up the Chinese Language and Culture Fund with Singapore Chinese Chamber of Commerce, to promote the learning of Chinese language and culture in Singapore. The Federation introduced the SFCCA Scholarship in 2011 which aims to nurture talented bilingual local students.

Over the years, the Federation has organised numerous major cultural activities, including the annual Singapore River HongBao during the Lunar New Year.  It has also organised a series of cultural activities including conferences and seminars, cultural camps for students and Chinese variety concerts, as well as various exhibitions depicting Chinese customs and culture.

The Federation has also published many books and magazines.  These include its bi-monthly magazine “Yuan”, as well as “Oneness” a quarterly publication targeted at new immigrants. Other publications include: A History of Chinese Clan Associations in Singapore, Chinese Customs and Festivals in Singapore, Singapore Chinese Huiguan Publications – a Bibliography, Chinese Heritage, Lee Kuan Yew on the Chinese Community in Singapore, Lee Kuan Yew and the Chinese Community, Goh Chok Tong and the Chinese Community.  It has produced a video on the history of Singapore clan associations entitled “A Reflection of Our Past”.

On 1 May 1997, the Federation moved into its current building at 397, Lorong 2 Toa Payoh.  The new building has a selection of well-facilitated function rooms which allows the Federation to host a wide range of activities befitting its role in society.
